Just my thought... is it because they are experimenting with making quick decisions rather than reviewing everything? As such, it's tough to confirm an obstruction because you can't know whether an advantage was gained (or anybody was actually touched/obstructed) without doing a replay?

Meh... I was happy the refs saw Goodwin's 'double movement' swear I saw it too...
