Penrith is still a level or 2 above the rest and that won't be changing in 2023 or for a few years yet.

The Roosters have to close that gap as will others if they are to seriously challenge Penrith from completing a 3 peat or more.
Cows and Sharks definitely take a step back. Overrated teams who got lucky with an easy draw or weakened teams. I mean Parra played shocking in the Prelims and still beat the Cows

You Can't factor into a draw how teams will go the following year though- Luck of the draw which has benefited the Roosters as well - see below

The Sharks played 9 games against top 8 sides and 15 against bottom 8 sides and Cows 10 games against top 8 sides and 14 games against top 8 sides in 2022

The Roosters in 2018 played 11 games against top 8 sides and 13 against bottom 8 sides and in 2019 10 games against top 8 sides and 14 against bottom 8 sides

Some will also say the Roosters got a lucky draw as well in 2018 and 2019 - playing more games against bottom 8 sides in both these premiership years.

      Compared to Penrith's premiership years

Penrith 2021 - 12 games against top 8 teams and 12 against bottom 8 teams

Penrith 2022 - 14 games against top 8 teams and 10 against bottom 8 teams

Roosters in 2021 and 2021 - 12 games against top 8 and 12 games against bottom 8 sides both years

Those stats can be deceiving though. In 2018 NZ started like a house on fire and 10 rounds into the comp were sitting in 3rd spot on the ladder and had sat as high as 2nd. We had played them twice by this time yet because they missed the 8 they are counted as a bottom 8 team in those stats

2018 and 19 the difference between the top 8 teams was vastly different to the current landscape, as in 2018 the top 4 finished the same in points on 34 and the 5-8 spot teams finished all on 32 points. Also, we won that year. Compare the to the Cowboys, who lost both games to the Roosters, lost to a full strength Panthers side and beat them when they didn't start a single one of their starting 13. They beat the Storm with Grant playing at 7 because Papenhuyzen and Hughes weren't playing, as well as half their forward pack. They struggled and should've lost to a Tigers team we beat 72-6. Played the Sharks once and lost in the regular season. Played Rabbits once and lost. Only team that was a genuine finals hope that they beat in the regular season was the Eels, who were super inconsistent.

They have chance though the NRL to make it a fair draw when they admit an 18th team - 2 conferences

You see lots of press about the unfair draw/ easy and hard draws etc so adding an 18th team will give them a chance of making it a fair draw by having conferences - i.e play teams in your conference twice and the other conference once.

                Alternative Conference System

                Conference 1
                • Roosters
                • Rabbitohs
                • Dragons
                • Sharks
                • Knights
                • Titans
                • Cowboys
                • Raiders
                • Warriors

                Conference 2
                • Broncos
                • Dolphins
                • Panthers
                • Eels
                • Tigers
                • Bulldogs
                • Sea Eagles
                • Storm
                • Bears (Perth)
