If you look at the Roosters website & look at the squad of 30 those 4 players are in the top 30 Roosters squad. 3 of the 4 have played FG so I dont understand what a Development contract is.
I thought all clubs could have 30 players not 26 with 4 development players.

A club can have up to six development players each season. There’s no rule on age or experience, it’s entirely up to the club how they use those spots. A development player earns $60,000 and is not included in the top 30, but they do train full time with the NRL squad allowing them to further their career towards being a full time 30 squad member NRL player in the future.
All clubs can have up 30 NRL squad players and up to 6 development contract players plus extended bench players.
These extended bench contracts replaced the second tier contracts - not sure how many of these players they can have- as many as they want I suppose as they are not paid for being this until they are called up to the NRL squad as a full time NRL squad member.
When these extended bench players are called up to the NRL squad full time they usually earn $1000 per week and up to $3000 for each NRL game they play.
I think the Ben's - Marschke and Thomas plus Abbey were on this type of money- Marschke was then upgraded to a development contract when he became a more permanent NRL squad member
Reggie players who are not NRL squad players earn between 5 to 15k per season and may receive sign on fees and match payments (win or lose) in additional to their contract. As part time players they train 2 to 3 times a week.
Jersey flegg players are paid but I don't know how much.
SG Ball/Harold Matthews/Tarsha Gale/Central Coast Roosters Andrew Johns and Laurie Daley cup players are not paid i understand but can be signed to short/long term contracts.
Something obviously Penrith didn't do when Isaiya Katoa signed for the Dolphins. Bit late to be complaining about it - if he is as good as they say then they should have signed him to a contract.

You can't stockpile players and or do something the Bronco's used to do or maybe still do - sign a stack of kids to scholarships. Won't be long before a draft (internal/external) is proposed again and much more strongly plus higher compensation fees than they currently are - NSWRL

Encourage Development Clubs to continue their development programs

So the Chooks can buy another 4 players to make up the 30 man squad plus have the 4 development players ?
If development players get $60k per season x 4 it’s not part of the cap is that right?
Could the Chooks spend their cap on 26 players & then have 4 to 6 development players on 60k each not included in the cap?

At least 24 Top 30 players must be contracted by the first Monday in November and 29 Top 30 players by the first Monday in March and 30 Top 30 players by the first Monday in August.
A team doesn't have to fill all 30 NRL player squad numbers and or spend the whole cap although Clubs are required to spend at least 95% of the Salary Cap.
