I'm not a fan of any club getting a salary cap exemption including us.
The only time it may be warranted is if a player suffers a long term injury playing rep footy.

Every team suffers injuries, blood the young guys and see how they go.
A young bloke playing reserve grade might do better then expected, bring someone else in short term and he may say stuff this I'm out of here as I can't get a run and I'm not prepared to wait until someone retires in 4 years. If he knows he can get a few runs a year and is being looked at as a replacement when someone moves on he is more likely to stay.

Under the current rules for rep footy the Chooks were able to apply for Cap relief as Cordner met the Criteria and the 12 weeks minimum requirement - sure people will say hang on he has had a series of concussions so it's not just this one he is missing footy for it's a combination of this one and all the others.

It's a grey area as a team could have a bad run with injuries not through their own doing - say main players out for long periods as a result of injury through foul play - could teams argue for cap relief for these players.

I am not sure the NRL is heading in the right direction with the way the game is being played and making it faster is proving what - players being more prone to injury and are not taking concussions seriously either - an 18th man emerging player who can only be used when 3 of their team mates are ruled out of the game after failing an HIA is not addressing this issue.
