Maybe pay each player the same, from memory the salary cap is $10,000,000, if you pay every player the minimum $110,000 that be $3,300,000 for the top 30 players which is close to a 65% cut of the cap.
The big dollar stars will just have to take a bigger cut for a year. Over their career they will still do better than the average person earns in 25 years.

Minimum wage is $105,000 and development players get $75,000. That's not big money for Sydney... it's very much 'real world' salaries and a lot of NRL players woulda taken lower salaries outta loyalty to clubs (or for development purposes). Whereas, reserve-grade players for NBA/EPL would be on multi-million dollar contracts.
NRL players are very much in the 'real world'. I mean sure the average salary is probably ~$300k or so and some are on $800k+. IMO significant numbers of players would be closer to minimum wage though.

Fair and reasonable.
$100billion plus in federal govt stimulus, an extra $200m or less to save the NRL and NRL clubs from extinction is viable.
