For mine, it is as though the Storm work to the theory the refs will only blow so many penalties. So at some point they will gain the advantage, even when it seems they are copping a caning.

We know we’re the best team by far without cheating but the refs control the ebb and glow and momentum of the game and whoever controls them has a great advantage. Storm are about the 6th best team if you take out cheating but they manipulate the refs which is why they’re on top.
