The NRL own the Titans and have bailed the Dragons out to the tune of $6 million. It's in their best interest to have these two garbage teams do reasonably well. The lower the Titans slip down the ladder, the more it costs the NRL. Ditto the Dragons.

Why do they need the titans? The supporter base up there is rubbish, and the team will rarely do well, unless they are like the dragons where, a successful season is just reaching the 8.

Titans will be the NRLs 2nd brisbane team eventually.
