Is it Nov this year clubs can start approaching players for the 2018 season?

Does anybody know when the the NRL is going to announce the new Salary Cap for 2018. Player values are going to jump overnight. I doubt available players will seriously consider offers until the new Cap figure is released?????

Mixed feelings re poss non-extension of Fergo fletch, he was atrocious early then showed a lot in a position that he wasnt ideally suited to....not sure, others Im ok with.
