So what that means is that there is a new level of offence. I was of the opinion that a reportable offence meant that a charge should be laid. In this case Archer is saying that it is a limbo charge. Not strong enough to warrant an actual charge, but worth a penalty... But if the Bunker can only intervene on a reportable matter, how does that work? It seems to me that he is sandbagging his position to revise and defend the outcome. No wonder people hate this shit.
