I think Victor's chances of playing SOO are pretty much over. He had the chance when Fittler was coach, but an untimely suspension cost him SOO selection.
Interesting move — be more players in the mix for selection for both NSW and Queensland.
New Zealand at Test Level will be a major beneficiary of this rule change as well as playing for New Zealand will no longer exclude a player from SOO selection as long as they meet the SOO eligibility criteria.
England/Great Britain could benefit as well - Sam Walker could play for England for instance as he is eligible - Born in Leeds and holds a UK Passport
The core State of Origin eligibility criteria remain unchanged:
— The player was born in New South Wales or Queensland; or
— The player resided in New South Wales or Queensland prior to their 13th birthday; or
Personally, I think this devalues the concept of SOO and the Australian jersey. Unless I'm understanding the new rule incorrectly.
Should be straight forward, if you want to play SOO, you put yourself up for the kangaroo jersey ONLY moving forward. If you've played for another tier 1 country at senior level, you have to stick with them and can't play Origin.

You can now play Origin even if you represent tier 1 countries as long as you lived in that state from 13 years of age.
Eg Radley can play for England AND represent NSW because he has been here since the age of 13.

As for Radley he would be lucky to even be in consideration for the bench in a second string NSW team under the new rules.
Rads is made for origin. Looks super fit on all the socials since they got back from Kokoda. I reckon he looked a bit chubby last season. A fit and firing Rads is origin quality for sure. In a tough origin game, he's the sort of player who'd just thrive in that arena, and if he made it through alive, it's guaranteed he's had a huge game.
There's 12 rounds played before origin 1, Rads misses the first 6.
