    The rule has been around since the game started i assume

    The ball has to cross the 10 metre line in both kickoffs and line drop outs - it doesn't have to hit the ground though just cross those 10 metre lines as the ball could cross the 10 metre line and be blown backwards for intance,

    The ball is still live even though a kick off or line drop out hasn't gone 10 metres as per the rules so the receiving team cannot touch the ball as it negates the penalty of the ball not travelling 10 metres - players touching the ball before it travels 10 metres are penalised.

    The ball is only dead from kick offs or line drop outs that don't travel 10 metres when the referee awards a penalty for the infringement.

    This happened today in the NRLW Broncos vs Titans - Broncos short kick off didn't go the 10 metres and a Titans player touched it before the referee had awarded a penalty for the infringement so the Titans player was penalised for touching the ball before it travailed the required 10 metres

    In Rugby the receiving team has an option of a scrum or have the kick off retaken.

    In League you do get an advantage as you receive a penalty and can either take a tap/ kick for touch with a tap restart and or kick for goal.
