Riled clubs reject charge of secrecy and say they signalled association plan in October

NRL club sources say the decision by the 16 clubs to form their own association was flagged by them to high-ranking league officials as part of a presentation made by the clubs back in early October - and that no one registered any opposition to the idea.

The sources said NRL executives and members in waiting of the now-established independent commission were present at the presentation in Sydney.

The association is set to become a reality today, when the club chairmen meet in the hours leading up to the NRL's season launch in Sydney. The clubs are upset at suggestions they have been secretive about their decision to form an association and that it is a threat to the commission.

''The firm belief of the clubs is that it will be much more of a help to the commission than a hindrance, Canberra chairman John McIntrye said yesterday. ''It's only natural some individuals will still lobby the commission, but the concept of being able to present ideas as a whole is better than having splinter groups constant lobbying the commission. It makes sense to have an organisation - it's more professional.''

McIntyre said the scheduling of the meeting for today had not been designed to take the shine off the season launch, but had been done for reasons of convenience. ''It's just that it's one of those rare occasions when all of the chairmen will be in the one place,'' he said.

Club chief executives have also scheduled a meeting for today, at which they are expected to discuss issues including the salary cap, television rights and the collective bargaining agreement.

The commission had a scheduled meeting that went for a marathon nine hours yesterday. It was their first meeting since officially taking over, and they covered a range of key issues on which they will have to make critical decisions in coming months.

Afterwards, commission chairman John Grant released a statement in reaction to the clubs's intention to form an association, which read: ''I think we need to get a clearer picture on it. All clubs are members of the new commission, so of course we are expecting that they will wish to provide more detail as to the intent of the new entity. They are meeting tomorrow and they will no doubt be in communication with us at that point.''

South Sydney chief executive Shane Richardson said yesterday the last thing the clubs wanted to do was use power plays to try to undermine the commission.

''The commission is in place because the clubs wanted it to become a reality,'' Richardson said.

''If we were looking to make a threat to the commission, the clubs wouldn't have voted 16-0 to sign the agreements to play in the competition. We just want to be able to present one voice on issues. We don't wanted to be fragmented, because that would be ridiculous. There will continue to be things the clubs disagree on, but there will also be things we will be united on.

''Nothing has been done covertly here. If you wanted to make sure of keeping something secret in rugby league, you wouldn't send an email out to 16 clubs.

''The clubs want to have a say on the issues, and that is only natural. And it only makes sense that the commission will want to know what the clubs think. The commission will make decisions the clubs don't necessarily agree with, but we would like to think we could put a case to the commission on issues.''

The 18 AFL clubs that play under the control of a commission have not formed an association, but the Herald has been told they nevertheless maintain a close relationship as a group with their commission.

While individual lobbying still exists, clubs often approach the commission as a whole on the big issues, including broadcasting rights, the draft and rules. Clubs are also widely represented on committees formed to advise the commission. The commission meets with the club presidents and chief executives on a regular basis, and also meets with the entire board of every club once every two years.
