Its a new rule only introduced this year. Meant to stop a player faking injury in order to bypass the scrum clock rule.
the stupid thing is, the ref has full discretion if they believe the injury is legit to just stop play. Sutton being the world class **** that he is decided Ferguson was not actually in need of any treatment.
