    Rule Changes and now the Bunker have changed the game and its interpretations and over the years the laws books have grown bigger and changed.
    Now there is more to “police” and more penalties to be given.
    Sometimes the penalty is too harsh for the crime, would you consider allowing the referees the option of using the differential penalty in cases like incorrect play the ball for example.
    If the differential penalty meant just a changeover /or a reset of the tackle count occurred this would speed up the game, nit-pick penalties would become differentials.

    Example Below

    Scenerio:
    Your side is attacking the opponents try line about 25 metres out, on the first tackle. The referee blows a penalty for an “incorrect play the ball” (Sometimes a 50/50 call due to the opposition not giving space to the player, playing the ball).

    Current Penalty Implications:
    *Loss of your 5 remaining tackles
    *Opposition Kick for touch approximately 50 metres downfield, now putting them 25 metres from your try line.
    *Opposition get 6 tackles
    *Clock counts down another minute or so.

    Refs are under pressure knowing if they blow a penalty it can change the game. Minor Penalties should have less an impact on the outcome of the game and the result determined by the better team instead. This may have the added benefit of reducing pressure on the referees and speeding up the game.

    It should be used more, no doubt.

    A penalty can and often does change everything.

        I like this idea. Penalties slow down the game and give teams too much momentum. The less the better. Let’s not turn
        it into a boring game like union.

            My suggestion to improve the game is to very, very carefully...

            .....burn the touchies and refs at the stake who call forward passes that aren't!!!!!!

              A game with 20 Penalties is probably a quarter of a game wasted with lost time.

              If the NRL looked at the breakdown of the infringements committed during the year, (% Inside 10m / % Offside / % Markers not Square / % Stripping / % Double movement / % Obstruction....etc etc etc)

              Then lets assume 80% was inside the 10metres.
              So as to "keep the game flowing" and help reduce the refereeing controversies or there impact on the game, the differential Penalty could still be used, possibly in conjunction with marching 10 metres or the 7 tackle rule for example. (Thus elimating time lost "finding touch" and taking conversions etc)

              For repeated infringements then the punishment could be increased

              The NRL would need to overhaul the current system, one which the Referees can use depending on the severity of the infringement.
              For example:
              *Send-off
              *Report
              *10 in Bin
              *5 in Bin
              *Penalty
              *Differential Penalty

              Then clearly categorize the infringements into the system - Whats classifies a Sin Bin? What classifies a Send ff ? ....... etc etc

                What about the rule when Gerard "Bronco" Sutton is referring the Broncos that the opposition are allowed to receive normal penalties and Bronco's only differential penalties?

                The Sutto way: Penalise the opposition on the Bronco's second set of six of the game, find a penalty..not hard to do = Good field position, possible repeat set and the opposition on the back foot.
