Depends on the team I reckon. If you're a rubbish team then having the option to 'pass it out to Semi when all goes pear shaped' is sweet and makes the winger your main man. This was Parra's tactic with Hayne... give a strong outside back with some fancy tricks a go and hope for the best.

The Raiders were similar with Duges and Fergo... flick it out the back and they have a license to do whatever they want (because the team's down by 30 and if you're not gonna win then you might as well take risks, score a few ad-lib tries and give the crowd something entertaining to watch rather than a complete bloodbath).

BETTER teams have more structure so don't have to rely on freakish outside backs going exciting ad-lib plays. They leave such things until moments where they are down by 2 tries with 5 minutes to go.
