It's odd that the Eels granted Foran an early release just days ago. This would've freed up a significant amount of cap space(approx $1.2 million a year) yet failed to secure Hayne's return.

I think it came down to the eels not being able to offer the dubious third party deals that they have been due to their interim management. The cap money was there.

They would be spending some of that securing an extension for Norman plus they will be footing the total bill for Jennings next year so the $1.2m was probably closer to $850,000.
