It is in most team's interest to have the interpretation of the rules such that it either slows or speeds up the play the ball. Attacking teams like the Roosters and Tigers will campaign to speed up the play-the-ball, where as those with big forward packs (like Souths) will campaign to slow down the play-the-ball.
Unfortunately, people who know nothing about how the rules can affect team's chances will not be able to distinguish between campaigning and whining.
