THE NRL were supposed to do something to remedy the ludicrous second tier salary cap rules that saw Panther fullback Matt Moylan dumped to NSW Cup two weeks ago. We've still heard nothing, and now details are beginning to emerge about others being denied a chance thanks to the arcane provisions. Roosters prop Kane Evans is one an exciting youngster in the game, but can't get an NRL start because the Roosters have exhausted their $375,000 second tier cap. The same applied to lock Dylan Napa, who was also in the administrative freezer until this week's Origin toll gave coach Trent Robinson the all clear to debut him tonight.

This was on DT website. I thought evens and napa were in our top 25???

Surely Moga would be in our tip tier cap otherwise we are going to be stuck with SKD all season :-(

The article also went on to say that Canberra and eels were after FPN and that he went to Canberra to check out the facilities. Apparently to stay with us he will need to take a pay cut... Tbc

AFTER thwarting Parramatta's bid to sign Josh Papalii, Canberra have again emerged as a roadblock to another second-row recruit. Roosters enforcer Frank-Paul Nu'uausala is in the sights of both clubs, but appears more likely to sign with the Raiders after travelling to the ACT to inspect their facilities this week. The Roosters remain confident of keeping the Kiwi international, but can only do so if he agrees to take a pay cut on what the other clubs are offering. Adam Blair could still be an option for the Eels. However, they won't get him cheap. We've heard the Tigers will only contribute around $100,000 toward Blair's release, after paying out a series of contracts in recent years.

They wouldn't be in the Top 25. You have to remember that Symonds (with one and half years remaining on his contract when he departed) and Cherrington's contracts would be heavily subsidised by the Roosters so they would be in our Top 25 despite not being at the club, and a couple of our highly regarded NYC players would also be in the Top 25 (like most clubs) to ensure we stayed under the $250k NYC cap, so that's four positions. Add Moga and Bosden who haven't played this year and you can see that leaves just 19 players, which would think would not include Evans and/or Napa.

You get the feeling we're in the final stages of a clean out, and next year we're gonna make a real run at it, perhaps with a few new recruits.

If SKD, FPN and Mini are gone, that's cap space, and a better side even if we don't sign anyone.

I'm sure some people on here with good sauce are pretty cluey as to our plans for 2014.

              FPN has to decide.

Freezing cold rural Canberra, a long way from anywhere, and from where Carney, Dugan, Ferguson, and Monaghan went astray.

Eels, last on the ladder, rebuilding...Stuart the coach.

Money in the bank is money in the bank.

He has to decide if what he has to 'do' for the money is worth it.

You would think that provisions would be made in reference to the 2nd tier cap if you have players picked for Origin, for example we have 3 players out so for the games that they miss for us including if they are injured there would be temporary exemptions or extensions to the 2nd tier cap.

There are exemptions made for SOO and injury crisis, which is why Dylan is able to play tonight...

How many players have we actually used outside our 25?

Whilst that is a legitimate question, there is the issue of how much of our $375k second tier cap has been spent on payouts, contributions to players at other clubs and payments after November 1 for players who leave during the off season/season. In our second tier cap would be payments to Masoe, Takarangi and Leilua, so we may have less than 200k in yearly contract money to spend anyway (I am presuming that Symonds and Cherro are in our top tier given the length and value of their contracts). So Tupou, Arona and Isaac Liu have probably exhausted most of the rest, therefore requiring us to get permission tonight to play Napa and Seluini due to the unavailablity of top tier players.

The problem with the second tier cap is that it is just five times the miminum wage where eight years ago is was eight times the minimum wage, and that the 25th player at most clubs is paid well above the minimum wage anyway. Plus inside the NYC cap, a couple of the better NYC players are elevated to the top tier, to ensure clubs don't exceed the NYC cap, so players that are normally 24 and 25 are moved down to the second tier.

"Oh Mr Hart, what a mess"

There must be a better system than that.

For one thing, we shoudn't have to include in the cap players who are no longer at the club.

Ahh fair enough, cheers. Didnt think of Masoe etc. just found it odd cause we havent used many players at all, but that makes sense.
