Just because the match review committee don't charge someone doesn't mean it wasn't a penalty, which it clearly was.

If it was one of our players, he would have got up and played the ball and no one would have known where he was hit. Burgess got JWH flush with an elbow to the nose when he hit the ball up after a penalty and he did not even flinch.
