The list appears to me to be based on attacking prowess. If you factor in their positional play in defense, their organisational abilities, and ability to actually make the last ditch tackles - the order would change significantly:

1- Teddy
2- Turbo
3- Edwards
4- Gutherson
5- Walsh
6- Papenhuyzen
7- Ponga
8- CNK
9- Drinkwater
10- Hammer
11- Kennedy
12- Rapana
13- Mitchell
14- Campbell
15- Sloan
16- Bulla
17- Taffe

IMO, from 10 down is a bit of a coin toss ... each has strengths as well obvious weaknesses. The top 10 are much more complete players.

That is a good list if you are just looking at attack. Ponga and Walsh especially are terrible defenders.
