Of course it could be the coach's plan for him to organise, and not do hit ups and metres-gaining himself.
It could also be that the team doesn't have much of an idea about game plans and just plays ad-lib all the time and no players know what's going on most of the time.

Mortimer's not the best tackler in the world either, and makes mistakes/loses the ball in tackles with the worst of them.
