Carry over points etc

A serious question: do the points and previous infringements records carry over from previous season or start fresh every year or two? JWH needs to start with a clean slate otherwise his next infringement will probably incur an 8 week suspension.

My understanding is that they only now count prior offenses of the same type in the same season. You start with a clean slate, then if you are charged the penalty escalates with each subsequent offense in the same category. They scrapped carry-over points a couple of years ago.
