I think since the advent of the video ref we have a seen the demise of the ‘square-up’ penalty.
While I wasn’t a fan of Bill Harrigan, due to his high regard of himself, he was the master of the square-up and minimising penalties and giving them to both sides at similar points on the park. This generally gave each team a chance to advance and for the most part, left it up to the players to determine the result.
Whilst this was still somewhat manipulating the contest, by choosing certain times to blow his whistle, he did it for certain indiscretions and the game seemed to flow better and teams knew the boundaries.
As we know, the problem these days is the amount of referees. They will never have that ability to pick and choose as there is too much analysis. I however believe that most fans would cop the odd miss from a ref if there were less penalties, like they do in Origin.
nb. I don’t watch much footy other than the Roosters but I did last night. The ref, Liam Kennedy, who I hadn’t noticed before did an outstanding job. He stayed out of the game and let it flow with 6 penalties and 2 ruck infringements. As a result, the teams had to sort it out themselves. Liam had only ref’d NRL about 20 times and it showed as he wasn’t reliant on the bunker. Also, leading into Origin, there may have been a directive to change the way they officiate.

You only had to watch the Swans v Carlton game last night to see different interpretations of the rules. Carlton got away with a head slam and countless incorrect disposals, but the umpire only ever pinged the Swans.1985: 1 try vs Parramatta, 1 try vs Manly, 1 try vs Wests, 2 tries vs Souffs
1986: 2 tries vs Illawarra, 1 try vs Balmain, 2 tries vs Norths.

So long as the interpretation is consistent we should be able to live with that. The problem is it’s not and that would be my biggest beef.
